California is the first state to formalize lane splitting, but there is a move to expand this law to other states as well.
The goal of this bill is to develop educational guidelines that will protect the motorists who lane split for the safety of motorcyclists and other people on the road. This bill will require the Department of the California Highway Patrol to develop these guidelines by consulting with the concerned agencies and organizations who can be of assistance in road safety and motorist behavior.
This bill also seeks to lower the motorcycle fatalities that increased from 463 in 2013 to 519 in 2014. When this bill is passed, motorcyclists and drivers will undergo a seminar on the latest safety guidelines for all, including motorcyclists who split lanes. If this bill is passed and the drivers fail to follow the new guidelines, they will be subject to the Personal Injury Law. If the drivers accidentally claimed the life of another person or caused damage to another person or his property, he violates the Personal Injury Law.
